The Agriculture Department estimated that the United States will run a trade surplus in farm products at $11.5 billion in fiscal 1988, an increase of $4.3 billion from 1987 and the highest level since 1984. The upturn reflected a steady drop in the dollar , new subsidy programs and harsh weather in some producing countries that has spurred demand for American farm goods, the USDA said.
