Lt. Col. Aldo Rico, the rebel Argentine army officer who led an unsuccessful three-day revolt last week, refused to testify before a civilian judge in a meeting at Magdalena prison. Rico has testified before a military judge, but jurisdiction over the case has not been determined. Under the Argentine constitution, Rico is not obliged to testify. He is held on charges of aggravated rebellion, for which the maximum sentence is 25 years in prison, but he technically could be sentenced to life because blood was shed in the rebellion. Rico’s revolt, at Monte Caseros in northeastern Argentina, ended on Jan. 18 when he surrendered to loyalist soldiers who encircled the camp.
