New Caledonia’s main anti-independence party voted to ratify a Paris-backed plan for peace in the French South Pacific territory, racked by Melanesian separatist demands. About 1,000 delegates of the right-wing Rally for Caledonia party endorsed the accord signed June 26 in Paris by leaders of separatist and pro-French factions. Delegates of the separatist movement are debating whether to back the plan, which calls for division of New Caledonia into three zones, one to be governed by the European minority and two by Melanesians, with France retaining sovereignty, and a referendum to be held in 10 years.
